 This mount is obtained through fishing, the locations that it can be fished up from are Northrend, Uldum, Twilight Highlands, Tol Barad Peninsula and Pandaria. I would recommend you fish in Uldum if you plan on trying to get this mount because there are more fishing pools that give you a chance to fish it up.

Now beware, you can ONLY fish it up if you are fishing in the fishing pools (schools of fish). There is an example in the screenshot above if you look carefully. They are distinguished by a blue ring around them that fades and returns, if you mouse over it should tell you what fish they are (ps. it doesn't matter what type of fish they are, as long as you're in the right location and fishing in these pools). 

This mount also has such an astoundingly small chance to be fished up, a 0.3% chance. But as you can see it's definitely possible, only took me a day or so - but it can take a lot longer. It's one of the only mounts that increases swim speed and can be quite useful, though its not much use on land.
