Reins of the Blue Proto-Drake
The reins of the Blue Proto-Drake drops from Skadi the Ruthless in Utguarde Pinnacle which is a dungeon located in Howling Fjord, Northrend. He can only be obtained in the heroic version of the dungeon and at levels 90-100 its pretty easy (that's kind of an understatement, you basically one shot him). The proto-drake has a 1.6% chance to drop and you can run the dungeon once per day per character.
